First note that the complete theory of everything (CTE) is different from the theory of everything (TOE) in physics. The latter talks about the unification of natural forces whereas the former describes our knowledge of everything. CTE is defined in terms of an entity, call it God.
We can understand the universe to the fullest extent if and only if there is no God.
This gives us a very beautiful definition of God. If CTE is our knowledge about things, God is our lack of knowledge about things. The more we know about things the less we believe in God. God is unknown and the unknown is infinite. On the other hand, the known is finite. The known expands and penetrates into the sea of the unknown. However, the known increases. This puts knowledge as a property of time. As time passes, our knowledge about things increases.
